Who is the Behaviour Change Program for?
VicRoads requires anyone who’s committed a drink, drug or combined drink and drug driving offence to complete the Behaviour Change Program.
To enrol in a Behaviour Change Program, you will need to have received a Relicencing letter from VicRoads. This letter will clearly state which Behaviour Change Program is required to be completed.

How do I get a Certificate of Completion?
To successfully complete the Behaviour Change Program and receive the Certificate of Completion, you will need to:
- Be punctual
- Contribute to group discussion
- Participate in all activities
- Complete the participant handbook
- Complete the alcohol use/drug use questionnaire to determine if you may benefit from require further support. If additional support would be helpful, the facilitator will give you a referral.
Once you have met the participation requirement, you will get a Certificate of Completion which you can present to VicRoads.

You will also need to email us a photo of your driver’s licence and a copy of your relicencing letter from VicRoads.
What is the Behaviour Change Program?
The Behaviour Change Program is a program that has been developed to help you understand and explore the reasons behind their drink and or drug-driving offence. The program provides and opportunity to look at the consequences of your offence on yourself and others and get clear on the benefits of not re-offending.
As part of the Behaviour Change Program, you will create an action plan that will support you to not drink/drug drive again. And, if you do have concerns about your drug or alcohol use, you will be encouraged and supported to seek and access help.
Once you have met the participation requirement, you will get a Certificate of Completion which you can present to VicRoads.

Programs are delivered in English. If you are from a Non-English Speaking Background and need some support to complete the Behaviour Change Program, please get in touch with VicRoads directly. It is a requirement of the program that you attend alone – family, friends and carers are not permitted in any of the programs.

Drink Driver Program:
- Full: $330 plus a $67 Vic Roads Recovery fee ($397)
- Concession: $330 plus a $34 Vic Roads Recovery fee ($364)
Drug Driver Program:
- Full: $330 plus a $67 Vic Roads Recovery fee ($397)
- Concession: $330 plus a $34 Vic Roads Recovery fee ($364)
Intensive Drink and Drug Driver Program:
- Full: $660 plus a $67 Vic Roads Recovery fee ($727)
- Concession: $660 plus a $34 Vic Roads Recovery fee ($694)
Pre-Interlock Removal Program:
- $210 standard fee, No Vic Roads Recovery Fee
About the Different Behaviour Change Programs
Drink Driver Program
Who is it for?
This applies to you if:
- You were caught drink-driving with a blood or breath alcohol concentration (BAC) of less than .15; and
- It was your first offence; and
- You didn’t have drugs in your system.
What does it involve?
- Two sessions, one week apart.
- Each session runs for approximately 3.5 hours including a break/s.
- The maximum number of participants in a group is 12.
When are the next program dates?
- 12th & 19th February
Drug Driver Program
Who is it for?
This applies to you if:
- You were caught driving with illicit drugs in your system; and
- It was your first offence.
What does it involve?
- Two sessions, one week apart.
Each session runs for approximately 3.5 hours including a break/s. - The maximum number of participants in a group is 12.
When are the next program dates?
- 12th & 19th February
Intensive Drink and Drug Driver Program
Who is it for?
This applies to you if:
- It was your second or subsequent drink or drug-driving offence
- Your BAC was .15 or more
- You had both alcohol and drugs in your system
- You were charged with a refusal offence for alcohol and or other drugs testing
- You were charged with driving while impaired (DWI)
- You were charged with driving under the influence (DUI)
- You were charged with a serious motor vehicle offence involving alcohol and/or other drugs e.g. culpable driving.
What does it involve?
Four sessions: 3 x 3.5 hour sessions including break/s AND 1 x one on one counselling session with the facilitator prior to the third group session.
The maximum number of participants in a group is 8.
When are the next program dates?
- 20th, 27th November, & 4th, 11th December – 1:30PM (FULLY BOOKED)
- 8th, 15th, 22nd, 29th January – 10:00 AM
- 15th, 22nd, 29th January & 5th February- 1:30 PM
Pre-Interlock Removal Program
Who is it for?
This applies to you if:
- An alcohol interlock licence condition has been imposed; and
- Your drink-riving or alcohol related offence was one of the offences listed above that requires you to complete an Intensive Drink and Drug Driver Program prior to being relicensed; or
- You’ve been notified by VicRoads to complete this program.
This program must be completed towards the end of your required alcohol interlock period of use and prior to applying to have your alcohol interlock licence condition removed.
What does it involve?
Two-hour group program
The maximum number of participants in a group is 12.

The ‘Drink and Drug Driver Behaviour Change Program’ is a program approved by VicRoads under the Road Safety Act 1986. Arrow Health is one of a number of providers approved by VicRoads to deliver Drink and Drug Behaviour Change Programs.
